The OECD Cryptography Policy Guidelines (3)
- Lawful access - access rights must be balanced against the other 7
principles
- National policies allowing access to plaintext or encryption keys must
respect the other guidelines 'to the greatest extent possible'
- Neutral on the question of whether legislation should allow access
- Liability - contract or legislation should make clear the liability of all
parties
- International co-operation
- Governments should cooperate to promote international use of cryptography
- Cryptography policies should not create impediments to trade
