• Lawful access - access rights must be balanced against the other 7 principles
  • National policies allowing access to plaintext or encryption keys must respect the other guidelines 'to the greatest extent possible'
  • Neutral on the question of whether legislation should allow access
• Liability - contract or legislation should make clear the liability of all parties
• International co-operation
  • Governments should cooperate to promote international use of cryptography
  • Cryptography policies should not create impediments to trade
