Wassenaar Arrangement controls on software
- Before 1998: General Software Note (GSN) exempted mass marked software and
software 'in the public domain'
- USA, Australia, New Zealand, France and Russia disallowed this
- Since 1998, more restrictive
- GSN replaced by 'Cryptography Note' in Category 5 Pt 2 `Information
Security'
- Does not allow export where key lengths exceed 64 bits
- Requires 'details of the items' to be provided to national
authorities
