Examples show free-access national systems are possible:
- Cornell's LII is one of the highest access sites for US Federal law 
- CanLII (Canada) is covering all Canadian provinces
- AustLII (Australia) covers 10 States and Territories 
- BAILII (Great Britain and Ireland) covers all jurisdictions in two countries

Overseas pLIIs will provide technical assistance if possible

Funding requirements are modest, new approaches possible

All official bodies need to do is provide the data

The main thing needed is goodwill and cooperation

The rule of law and access to justice deserves nothing less
