A foreign lawyer's "wish list" for access to Japanese law

Foreign lawyers are interested in Japanese laws:
- as models for legislation in other Civil Law countries (Project DIAL) 
- for foreign investments/joint ventures in Japan 
- for legal education in Japanese law

What would they like to find on the net?

One independent site free access site for all Japanese law
- one complete set of legislation instead of scattered laws
- decisions from all major courts collected together, not just a few

Search and hypertext facilities uniting the whole collection

English language translations of as many key materials as possible
- preferably on the same independent site
- consolidating the translation projects already underway

Courts, agencies and the Diet providing free access to their output to the independent site
- in the most efficient electronic form of delivery
- in completed form

A 'trust for public legal information' raising modest 'stakeholder' funding for an independent site

Access via "official" sites, in addition but not in substitution

Innovative commercial sites proving  different value-adding

Can  wishes come true?
